Mr. Barer's work on public entity liability, insurance coverage, and other civil litigation matters before the California Supreme Court, the Ninth Circuit Court of Appeals, and lower appellate courts has generated over 20 published opinions. Mr. Barer is co-author of the 2007, 2008, and 2009 updates of California Government Tort Liability Practice, published by CEB. He lectures frequently on governmental liability.
