Mr. Isaacs serves as the Chief Assistant City Attorney and the Chief of the Office's 300-attorney Criminal Branch. In 2007, he filed groundbreaking criminal and civil charges against HMO giant Kaiser Permanente and two other Los Angeles hospitals for dumping homeless patients on Skid Row, which resulted in a landmark settlement with Kaiser. In addition, in response to Los Angeles' gang crisis, Mr. Isaacs created a new Gang Division, together with a first-of-its-kind Neighborhood Gang Prosecutor Program, which puts gang prosecutors in besieged communities. He also drafted new laws that will allow the City to sue criminal street gangs for damages and seize their assets, and to evict gang members convicted of weapons offenses.
