Profile

Harry Trainor is a partner in the Maryland law firm of Trainor, Billman, Bennett, & Milko, LLP, with offices located in Annapolis, Maryland. His practice is primarily devoted to criminal defense in State and Federal Courts. Mr. Trainor has been practicing law since 1979, and has been involved in the defense of many high-profile and complex cases. He was co-lead counsel in the successful defense of the first federal death penalty cases in the Districts of Maryland and in the Northern District of West Virginia. He has been involved in the defense of more than twenty death-eligible murder cases in Maryland State Courts and more than a dozen such cases in federal courts in Maryland, the District of Columbia, West Virginia, New York and Rhode Island. Recognized for his expertise in mental health defenses, in May 2008 he and his law partner won a Not Criminally Responsible verdict in State of Maryland v. Kevin Gregory Johns, a case in which the Baltimore County State's Attorneys Office sought the death penalty for a defendant/prisoner charged with his third homicide. In 2010 he was lead counsel in State of Maryland v.Terris Luckett, a double homicide case in which another Not Criminally Responsible verdict was returned. He has been a presenter or faculty member at numerous seminars on legal issues, including the N.A.A.C.P. Legal Defense Fund, Airlie Conference, the annual Life In The Balance national capital litigation defense seminar as well as various continuing education criminal law practice seminars. For a number of years, he co-authored The Criminal Law Handbook, a publication of the Prince George's County Bar Association. Having membership in a number of professional organizations including national and state bar associations, Mr. Trainor is a member of the National Association of Criminal Defense Attorneys and served for eight years as a member of the Section Council of the Criminal Law Committee of the Maryland State Bar Association.Mr. Trainor is admitted to practice before all Maryland Courts, the Supreme Court of the United States, the United States Court of Appeals for the Fourth Circuit and for the District of Columbia Circuit, as well as various federal courts, including the United States Tax Court and the United States Court of Military Appeals.He holds a Juris Doctor degree from The Catholic University of America and a Bachelor of Science degree from the University of Maryland. In 1999 Mr. Trainor was a recipient of The John Adams Award for "extraordinary service to the Maryland Criminal Justice Act Panel." In 2001, Mr. Trainor was elected a Fellow of the American College of Trial Lawyers, composed of the best of the trial bar from the United States and Canada, and widely considered to be the premier professional trial organization in America. Founded in 1950, the College is dedicated to maintaining and improving the standards of trial practice, the administration of justice and the ethics of the profession. He has also been recognized by the Best Lawyers in America and Super Lawyers organizations.  Since 2011 Mr. Trainor has been selected as among the "Top 100 Trial Lawyers" by The National Trial Lawyers.
