Mr. Rogers is recognized by the NM Board of Legal Specialization as a Specialist in Federal Indian Law. Mr. Rogers is AV-rated by Martindale-Hubbell and received his J.D. cum laude from Harvard Law School in 1977. His practice focuses on tribal representation and litigation in disputes involving tribal, state and federal jurisdiction, tribal sovereignty, exhaustion of tribal remedies, sovereign immunity, Indian gaming, reservation economic development and financing, Pub. L. 93-638 contracts and self-governance compacts. He is co-counsel to the class in Ramah Navajo Chapter v. Kempthorne, USDC NM, in which over $100 million in damages have been recovered and major equitable relief has been secured regarding tribal contract support costs. He presently chairs the New Mexico Bar’s Federal Indian Law Specialty Committee.
