Dennis D. Reynolds is a 1972 graduate of the University of Washington Law School. He was employed by the Washington State Office of the Attorney General from 1972-1984, where he handled complex environmental and regulatory litigation and licensing matters. In private practice, he has represented local governments, public utilities, port districts, and private property owners and businesses on land use; environmental; water; energy; maritime; shoreline; Indian law; and local, state, and federal regulatory matters. Dennis is the owner of the Dennis D. Reynolds Law Office on Bainbridge Island. He was named a Best Lawyer in several categories by Washington CEO Magazine in 2008. He is the co-author of the Mining Law Chapter in the Washington Real Property Deskbook Update (2011).

Washington State--Indian Law

Comprehensive review of the history of relationships between the State of Washington and federally recognized Indian Trbes. The paper set out the history of legal and policy actions taken by the State of Washington towards the Tribes. It also made recommedations as to creating opportunties for cooperative decision-making between public agencies and Native Amercicans.  This paper was the legal basis for many cooperative compacts and contracts over the last 25 years which have added predictability and cut-down the litigation  between the State and the Tribes.

Critcal Areas Ordinances and Shoreline Master Program Updates

Summary of laws relating to regulation of critical areas designated under Growith Management Act and shorelines regulated under Shoreline Management Act.  The paper discusses the interplay of the GMA and SMA and cases construing the two laws.  The paper discusses key provisions of the State Guidelines for updates of shoreline master programs. and suggests strategies to comment on updates of existing regulations, with emphasis on protecting existing development from new regulation or being labeled a nonconforming use or structure.
