Profile

Richard has served as chair of the Hillis firm's Land Use Group and its Management Committee. In his 33 years at the firm, Richard has obtained and successfully litigated governmental approvals for major developments throughout Washington, ranging from large master planned communities, subdivisions, and high-tech proposals to the Washington State Convention and Trade Center. He is a frequent seminar speaker on land use and growth management issues. Richard is past President of Plymouth Housing Group, a non-profit, low-income housing provider in Seattle.
