Profile

Richard is chair of the Hillis firm's Land Use Group and a former member of its Management Committee. In his 32 years there, Richard has obtained and successfully litigated governmental approvals for major developments throughout Washington, ranging from large master planned communities, subdivisions, and high-tech proposals, to the Washington State Convention and Trade Center. He is a frequent seminar speaker on land use and growth management issues. Richard is past President of Plymouth Housing Group, a nonprofit, low-income housing provider in Seattle.
