Mark Dayton signed a bill that allowed for the legalization of medical marijuana at the state level for approved medical conditions. Among other things, the new state law helped to create a medical marijuana program structure whereby approved businesses were permitted to open dispensaries in the state. The Minnesota Department of Health’s Office of Medical Cannabis regulates the activity of medical cannabis manufacturers.
In creating its medical cannabis program, Minnesota joined a long line of states reforming their marijuana laws. More reforms related to cannabis businesses and recreational use would follow.
Minnesota Legalizes Adult-Use Cannabis
In 2022, Minnesota legalized edibles with small amounts of hemp-derived THC. Then, in August 2023, Gov. Tim Walz signed a bill legalizing the recreational use of marijuana by adults.
Creating a Regulatory Framework for Minnesota’s Cannabis Industry
Though Minnesota has legalized cannabis, the availability of cannabis dispensaries awaits the creation of a regulatory framework for marijuana businesses. To that end, Minnesota’s Office of Cannabis Management (OCM) has started drafting rules for the state’s new cannabis industry. According to the OCM, the new rules will address a wide range of legal issues related to business licensing, manufacture, distribution, and sale of cannabis products.
