International Tourists in the US: Navigating New Visa and National Park Fees

By Andra DelMonico, J.D. | Reviewed by Canaan Suitt, J.D. | Last updated on May 18, 2026

International tourists visiting the United States may encounter new government-imposed fees for visas, entry records, and national park access. Recent legislation and executive action have increased these costs of travel to the U.S., including a Visa Integrity Fee, higher immigration processing fees, and surcharges at some of the country’s most-visited national parks.

These changes affect more than just travel budgets. In some situations, they may also affect future immigration eligibility and visa compliance. For visitors unfamiliar with the U.S. immigration system, even a minor mistake can create problems that last well beyond a single trip.

If you have concerns about visa compliance, overstays, or immigration-related travel problems, speak with an attorney using the Super Lawyers immigration lawyers directory.

New Fees for International Travelers

The cost of traveling to the United States is rising for many non-U.S. residents as the federal government increases immigration-related fees and tourism taxes.

Under measures advanced by the Trump administration, international travelers may now face additional fees separate from standard visa application costs. This evolving fee structure includes charges for visa compliance, immigration processing, and recreational access to certain national parks.

These higher fees affect several groups of travelers, particularly tourists on B-1/B-2 visas, international students, temporary workers, and exchange visitors. Travelers coming from countries outside the Visa Waiver Program may face additional financial pressure because they must already obtain visas before entering the country.

Visa Integrity Fee

The Visa Integrity Fee is a new immigration-related charge created under the One Big Beautiful Bill Act (OBBA). The fee applies to many nonimmigrant visa holders entering the United States, including tourists, students, temporary workers, and exchange visitors.

Unlike traditional visa application fees, which cover processing costs, the Visa Integrity Fee is more directly tied to compliance with U.S. immigration laws and visa conditions. The current minimum fee is set at $250.

The law allows for reimbursement in certain situations if a traveler complies with immigration requirements during the authorized stay. To qualify, a person may need to show that they:

  • Followed the conditions attached to the visa
  • Did not work without authorization
  • Left the United States on time
  • Properly extended or adjusted immigration status when eligible

In practice, recovering the fee may not be simple. The reimbursement process is not automatic, and travelers may need to provide records showing they remained compliant throughout their stay.

New National Park Fees for International Visitors

International visitors to national parks may face significantly higher park entrance fees under an executive order issued by President Trump.

Executive Order 14314, titled “Making America Beautiful Again by Improving Our National Parks,” directs the federal government to increase certain entry fees and recreation costs for non-U.S. residents visiting federally managed park lands.

The order authorizes the National Park Service (NPS) and the U.S. Secretary of the Interior to develop a fee structure that places additional costs on foreign tourists while preserving access for U.S. residents. Supporters argue the policy helps fund conservation and infrastructure improvements across heavily visited parks.

Under the updated fee structure, non-U.S. residents may pay:

  • A $100 nonresident surcharge at participating parks
  • A $250 annual recreation park pass for foreign visitors

In many situations, these park entrance fees apply per person rather than per vehicle, which can substantially increase costs for families or organized tour groups. International travelers should also understand that a standard pass holder may still face additional reservation costs, camping fees, or timed-entry charges depending on the park.

Which National Parks Are Affected?

The new nonresident surcharges currently apply at 11 of the most popular national parks, including:

  1. Acadia
  2. Bryce Canyon
  3. Everglades
  4. Glacier
  5. Grand Canyon
  6. Grand Teton
  7. Rocky Mountain
  8. Sequoia and Kings Canyon
  9. Yellowstone National Park
  10. Yosemite
  11. Zion National Park

These parks already attract millions of annual visitors, making them among the busiest destinations in the U.S. National Parks system.

The executive order relies on the federal government’s authority to manage public lands and establish recreation-related fees within U.S. National Parks. The U.S. Secretary of the Interior and the NPS are responsible for implementing and enforcing the new fee system.

The changes have also sparked debate in Congress regarding whether increased park entrance fees are the best way to support conservation funding, infrastructure maintenance, and visitor management at overcrowded parks.

Critics argue that charging foreign visitors higher fees raises concerns about fairness and equal treatment within America’s national parks. Others question whether the fee structure fully complies with federal recreation fee statutes governing public land access.

There are also practical concerns about how NPS will verify residency status at park entrances and determine whether a visitor qualifies for resident pricing. Tourism groups have warned that higher entry fees could discourage international travel to the United States, particularly for families already facing higher visa and immigration costs.

Are There Still Free Days?

As of 2026, annual free days are limited to U.S. citizens and residents. Reservation requirements, campground costs, and certain activity fees may still apply even on free entrance dates.

When To Speak With an Immigration Attorney

International tourists should consider speaking with an immigration attorney if certain circumstances arise. If a foreign tourist overstays their visa, an attorney can assist in seeking an extension to resolve their illegal status. Sometimes a tourist’s situation may change, and a lawyer can help change their visa status.

A lawyer may be able to assist with bond disputes and/or denied reimbursement. They can explain compliance requirements and how to navigate the recovery of Visa Integrity fee payments. An attorney can also assist with entry denials and potential travel concerns arising from complex travel situations.

Talk to a Lawyer

New immigration and tourism fees are changing the way many international visitors experience travel to the United States. A missed deadline, a status violation, or a misunderstanding of compliance requirements could affect future travel plans, reimbursement eligibility, or even admission into the country.

An experienced immigration attorney can help travelers understand their obligations, respond to government concerns, and avoid preventable complications. Use the Super Lawyers directory to find an experienced immigration lawyer who can help protect your ability to travel to the United States.
